ICT Contracts Manager

We are seeking an experienced Contracts Manager to lead the end‑to‑end commercial and contractual management of one of the NSW Government’s largest ICT transformation programs. The role requires strong expertise across software implementation and licensing, cloud services, professional services, cybersecurity, hardware procurement, service delivery, SLA management, and supplier oversight.
Working closely with the Strategic Programme Director, you will ensure the ICT Agreement is delivered in line with commercial best practice, agreed timelines, technical and performance requirements, and Australian regulatory standards—supporting the delivery of cost‑effective, low‑risk and commercially sound technology outcomes.
This Sydney‑based role requires regular face‑to‑face engagement with customers, subcontractors, and internal stakeholders.
Key Responsibilities
- Management of internal and external stakeholders to reach agreement on complex contractual matters whist meeting the requirements of the intended solution and customer requirement
- Manage all aspects of the customer ICT contract;
- Lead procurement and commercial management of key supplier and subcontractors (note, as at the date of posting, there are 2 key subcontracts that will require close monitoring and management to ensure any impacts on NEC’s delivery of the customer ICT contract are identified at an early stage and managed efficiently);
- Detailed knowledge and understanding of the parties’ obligations in relation to Implementation and Milestones, including contractual mechanisms (such as notification obligations and remedies in the event of non/late performance);
- Understanding the key dependencies on the customer and each subcontractor and assisting the Strategic Programme Director to manage those dependencies within the scope of the contractual framework and the mechanisms available;
- Act as the contract expert for daily commercial decisions;
- Act as the escalation point for commercial and contractual queries and disputes;
- Draft, review and negotiate Contract Change Requests ensuring that the impact of each change on all aspects of the customer ICT contract (and any corresponding impact on each subcontract), are identified and clearly documented, and that appropriate risk mitigations strategies are identified;
- Ensure alignment with Australian Laws, including Privacy Act 1988, Notifiable Data Breaches Scheme, and data sovereignty requirements where applicable;
- Partner with technical teams to translate technical requirements into contractual terms;
- Track SLAs, KPIs, service credits, turnaround times, and contract dependencies;
- Monitor pricing changes, licence entitlements, usage metrics, and renewals;
- Identify ICT specific risks including data security, IP ownership, uptime guarantees, service availability, subcontracting, and cybersecurity obligations;
- Work closely with development, delivery, InfoSec, legal, procurement, and sales teams to ensure compliance with internal and external standards;
- Support due diligence processes for new vendors or partners;
- Engage with external vendors (e.g. Microsoft, AWS etc.) and service providers;
- Facilitate commercial negotiation meetings, technical reviews, and contract governance forums;
- Champion standardisation and efficiency across contract processes.
Skills & Experience
Essential
- 7+ years’ experience in large complex contract management (particularly with large transformation programs), subcontractor management, and commercial management, each in the ICT or technology sector,
- Strong understanding of ICT contracting structures, software licensing models, cloud service frameworks, and managed service delivery.
- Proven ability to negotiate with major technology vendors and service providers.
- Knowledge and experience of the New South Wales MICTA/ICTA contracting framework
- Knowledge of relevant Australian laws governing privacy, data protection, and cybersecurity.
- High level of commercial acumen and analytical ability.
- Strong relationship building and communication skills across technical and nontechnical stakeholders.
Desirable
- Familiarity with frameworks such as ITIL, ISO27001, ASD Essential Eight, or SOC2.
- Experience managing enterprise-level vendor relationships (AWS, Azure, Oracle, Salesforce, etc.).
- Tertiary qualifications in Law, IT, Business, or similar.
