Facility Security Officer – Federal (Part-time role) Washington, D.C.
We are currently looking to add an experienced and skilled part-time Facility Security Officer (FSO) for the NEC NSS Washington, D.C. location. The FSO is responsible for planning, developing, managing and evaluating all security procedures in accordance with organizational objectives, industry standards and applicable regulatory requirements while ensuring compliance with day-to-day operations. The FSO will also, conduct self-inspections in accordance with government regulations. Conduct briefings on security matters including handling of classified government information, security awareness and refresher training and working in secure areas. Conduct liaison activities with federal, state and local law enforcement agencies and the intelligence community.This is currently a part-time role and hours may vary based on need.
Essential Duties and Responsibilities:
Provide expert knowledge in clearance processing, visit certifications, document control, and physical security, including alarm response for controlled areas in accordance with the NISPOM, ICD's, and other applicable government security directives associated security programs.
Proactively identifies and apprises management of developments, problems, and/or general status of facility security operations.Administrate personnel security clearance processes to include coordinating initial clearance submissions and periodic reinvestigations of staff, providing guidance and instruction to staff to ensure completion of security paperwork, collection of ink or electronic fingerprinting of initial clearance candidates, and providing follow-up clearance report status on processed clearances to managers for specific contracts.
Maintain a working relationship with DCSA or other Federal Agencies and each contract’s security office for processing and maintaining employee clearances or suitability determinations.
The FSO must have a working knowledge of the overall security clearance management process via Joint Personnel Adjudication System (JPAS).
Working knowledge of the Electronic Questionnaire for Investigation Processing (e-QIP).
Hosts Government assessors for security vulnerability assessments at cleared facilities as needed.
Assists in development of and monitors department budget as required.Establish and maintain an insider threat program and coordinate that program with the Insider Threat Program Senior Offical.
Performs additional security duties and responsibilities as assigned.Conducts classified meetings in accordance with the NISPOM and contractual security requirements.

Requirements:
- Bachelor's degree and 5+ years of experience or a Master's and 3+ years of experience.
- FSO certifications, industry training & education, and a combination of relevant FSO experience totaling 10+ years will be considered in lieu of a degree.
- Strong knowledge of the NISPOM and the aspects specific to the execution of the Industrial Security Program.
- Strong knowledge and use of Department of Defense systems and applications, which includes JPAS, eQIP, DISS, NCAISS, NISS, OBMS, STEPP, ACCS.
- Self-starter with strong leadership and interpersonal skills.Proficient Microsoft Office skills.
